Philip Ginsburg, M.D.
Chief Medical Officer
Dr. Ginsburg has over 20 years of commercial medical laboratory experience as a principal at Lancet Laboratories, a large, premier national laboratory in South Africa. While at Lancet he focused on growing and running the regional laboratories which were serviced by the company’s centralized headquarters.  In 1997, Dr. Ginsburg was the Medical Director at Quest Diagnostics laboratory and consulted for many companies in the pharmaceutical and biotechnology industry, while developing a large network within the medical laboratory and pharmaceutical industries in the United States and international arena.  He was also the Senior Medical Director at Gen-Probe Incorporated, where he provided clinical and strategic leadership for the company. 

Robin Vedova, MSEL
Chief Business Officer
Robin Vedova has been connected with the healthcare industry since 1979.  She holds a Master’s Degree in Executive Leadership from the University of San Diego and has been in executive level positions with Gen-Probe Incorporated and CovX Research LLC.  Robin is an active member of the Corporate Director’s Forum and a founding board member for the Southern California Healthcare Businesswomen’s Association.

Carol Stoyla, CLA
Regulatory Compliance/Billing
Carol Stoyla has over 25 years of experience in regulatory compliance and medical billing.  She worked with the Centers for Medicare & Medicaid Services and the US Office of the Inspector General to assist with development of the first Model Compliance Program for Clinical Laboratories.  Carol was previously Director of Compliance, Coding, and Quality Assurance for A-Life Medical, Inc. one of the industry leaders in computer assisted coding, as well as Quest Diagnostics, where she ran Revenue Management and the Compliance Department for the San Diego laboratorylocation. 

Debbie Davis-Scharoun, MT (ASCP), CLS
Technical Operations
Debbie Davis-Scharoun has over 26 years of experience in the Healthcare industry working in a large sized hospital, small and mid-sized reference laboratories, and a CAP and DOT/ SAMSHA accredited forensic testing laboratory.  Debbie’s strength is in laboratory management - building technical teams, managing implementations, and overseeing client services. Most recently, Debbie served as the Clinical Laboratory Manager for Quest Diagnostics in San Diego, CA.

Therese Armstrong, MT (ASCP)
Quality Systems
Therese Armstrong has been in the healthcare industry for 22 years with experience in Quality Control, Quality Assurance and Clinical Trials.  Most recently, Therese was a technical consultant for Medical Marketing Consultants, managing several multicenter clinical trials for HIV/HCV and WNV NAT testing. She also directed testing and production activities for the American Red Cross at the National Genome Testing Laboratory and has created and implemented Quality Assurance Programs for large and small commercial laboratories.  She managed the Quality Control, Quality Assurance and Environmental Health and Safety programs at Quest Diagnostics and has technical experience in toxicology and clinical chemistry.  Therese is a California licensed Clinical Chemist.
